Maryland runs several free databases that work as a phone directory for public offices and records. The largest is the Maryland Judiciary Case Search. This tool covers all circuit and district courts in the state. You can search by name, case number, or date range. Results show party names, case type, filing date, court location, and the next court date. The system was redesigned in February 2024 with a better layout while keeping the same data. Under Maryland General Provisions Article § 4-103, all people have the right to access this kind of government information. Case data updates within 10 minutes of courthouse clerk computers, so what you see is close to real time.

The Maryland State Employee Directory lets you find phone numbers and email addresses for state government workers. Search by name, job title, or department. This is one of the most direct phone directory tools the state offers in Maryland. It pulls from the Department of Budget and Management records and covers all state agencies.

The Maryland State Department of Education also runs a staff directory. You can search for school administrators and staff by name, title, division, or phone number. Both the employee and education directories are free to use and need no account to access in Maryland.

These tools give you a starting point for almost any phone directory search in the state. If you know the agency, start with the employee directory. If you need court case details, use Case Search. For school staff, try the education directory.

Maryland Court Records Phone Directory

The Maryland Judiciary Case Search is the primary court records phone directory for the state. It covers District Court and Circuit Court cases across all Maryland counties and Baltimore City. Criminal cases, civil cases, traffic violations, and appellate court cases are all in the system. You can find names, city and state of the parties, dates of birth, trial dates, charges, and case dispositions. The system launched in January 2006 to handle the large volume of information requests court clerks got each day.

To search, visit the site and accept a disclaimer. Then pick your search type. Name search, case number, and advanced search are the three options. Enter your details and look through the results. Click any case number for the full record. The system shows judge info, charge details, and case status. For help with the Maryland phone directory for court records, the Maryland courts website has a guide that explains what records are available and how to read results.

Each county also has its own Circuit Court Clerk office. These offices keep the original case files and can make copies. You can call the clerk in any Maryland county to ask about a specific case or to request copies of court documents. Phone numbers for each county clerk are listed on our county pages.

Note: Maryland Case Search is free, but some older records may not appear in the online system and must be requested from the clerk directly.

Maryland Land Records Search

Maryland was one of the first states to offer free online access to land records. MDLandRec.net is a joint project between the Maryland Judiciary, all 24 elected Court Clerks, and the Maryland State Archives. The database holds deeds, mortgages, liens, judgments, and financing statements going back to 1777 for most counties. You need a free account to search. Sign up on the site and you get your password by email within about an hour on business days.

Under General Provisions Article § 4-206, standard copy fees apply at $0.25 per page when you need physical copies from a clerk office in Maryland.

Maryland also hosts a separate plats database for subdivision and condominium plats. These records help you find property boundaries and lot details tied to an owner's name. Both tools work as part of the Maryland phone directory for property records. If you need to find who owns a certain parcel of land in Maryland, these are the places to start.

Request Public Records in Maryland

Maryland's Public Information Act, found in General Provisions Article §§ 4-101 through 4-601, gives you the right to request public records from state and local agencies. The law says that free flow of information about government affairs is in the public interest. This applies to state offices, counties, cities, and towns across Maryland. Unlike the federal FOIA which only covers federal agencies, Maryland's PIA applies to every level of local government.

To submit a request, write to the custodian of records at the agency you need. Some agencies have online portals that make this fast. Others take email or mail. Under § 4-203, agencies must grant or deny your request within 30 days. If they need more than 10 working days, they must tell you the expected time, give you a fee estimate, and explain the delay. This rule helps keep the Maryland phone directory and public records system moving.

Fees are set by law. Under § 4-206, the first two hours of search time are typically free. Copies cost $0.25 per page. Electronic copies may be free if they already exist in digital form. Fee waivers are available for people who show the request serves the public interest. If you get charged more than $350 or your request takes too long, the PIA Compliance Board under § 4-1A-01 can step in. The Public Access Ombudsman under § 4-1B-01 also offers help with disputes between requesters and agencies in Maryland.

Certain records are exempt from inspection under § 4-301. These include personnel records, medical records, and confidential commercial information. Social security numbers and other private data are also protected under § 4-330. But most government phone directory data, office contacts, and public case records are open to anyone who asks in Maryland.

Note: You can file a PIA request with any Maryland government office by mail, email, or through an online portal if one is available.

Under Correctional Services Code § 3-612, certain inmate details are public in Maryland. This includes the current roster, charges, bond amounts, and custody status. The DPSCS inmate locator helps you find people in Maryland correctional facilities. The main DPSCS phone number is 410-585-3300. Their office is at 6776 Reisterstown Road, Suite 304, Baltimore, MD 21215. Medical records and social security numbers stay private under the same code section.

Many counties also run their own inmate search tools. Montgomery County uses VINELink and a call-in line at 240-777-9730. Prince George's County has a direct inmate lookup system. These local tools work as an extension of the Maryland phone directory for people who need to find someone in a county jail rather than a state facility.
